Eligible applicant types: State Governments; County Governments; City or township governments; Special District Governments; Government Organizations
Local government entities are eligible for this funding. Illinois counties and municipalities may apply as an implementing agency on behalf of a justice system agency that will serve as the program agency. An implementing agency (e.g., a county) is the legal entity that accepts and accounts for grant funds and accepts responsibility for all ICJIA reporting and compliance requirements. The program agency (e.g., county sheriff department) is a subdivision of the implementing agency that will carry out program operations. Illinois state agencies may apply as a coordinating agency if the proposed program is focused on supporting local municipalities. State agencies must include Memorandum of Understanding (MOU) with the proposed specific local partners in their application. Grant recipients may subaward SCIP funds to non-profits and other government agencies to implement funded programs, but they must comply with ICJIA subaward standards requiring fiscal and programmatic monitoring of subaward agencies. For-profit entities may be considered for subaward funding in select instances on a case-by-case basis. All recipients and subrecipients must forgo any profit or management fee. Organizations that are current ICJIA grantees funded through SCIP are potentially eligible for this funding. However, applicants need to demonstrate the proposed program is substantially different than their currently funded program and that no supplanting would exist.
